Maharashtra was at the pinnacle of it's power in the olden days, it's becoming difficult to sustain the same growth and momentum that distinguished it from the other states.
Gujarat too has a learning curve, while unstability is a thing of past in Gujrat, the Vibrant Gujarat theme seems to be lacking inclusive development.
